Northern Virginia homeowners can access cash rebates and special financing to maximize your savings. These are listed below for Alexandria and Arlington residents. You can also learn more about federal tax incentives.
Home Energy Assessment Rebate: $250 rebate. Assessment must be completed between December 7, 2012-July 31, 2013 by a LEAP Home Performance with ENERGY STAR service provider. LEAP will automatically process your rebate when we receive a copy of your assessment report from your service provider. These rebates are available on a first-come, first-served basis.
Income-qualified homeowners wanting to improve their home’s energy efficiency by 20% or more are eligible to receive a $250 cash rebate for a home energy assessment performed by a LEAP Home Performance with ENERGY STAR service provider.

Arlington Community Federal Credit Union Offers the “Energy Improvement Loan”
This unique loan offers Arlington County residents special loan terms and extremely competitive financing options for home energy improvements made through the Home Performance with ENERGY STAR home improvement program. Below is an outline of the two main types of Energy Improvement Loans.
$3000 – $10,000 3 – 7 year term As low as 4.99%
$5000 – $30,000 4 – 20 year term As low as 3.99%

I. The Alexandria Energy Saver Loan
Eligibility — Must be a Homeowner in the City of Alexandria with a qualifying Energy Efficiency project as determined by LEAP
Income Maximums — Household income must be less than the Median Household Income for the Metro area.
Term: Up to 10 years depending on the loan amount
Minimum Payment: $45
II. The Home Performance Loan — this loan is for anyone who doesn’t meet the income limits above or who lives outside of the City of Alexandria but in the areas of Northern VA that LEAP serves. (this includes Fairfax County, Prince William County, and Loudon County)
Eligibility — Must be a homeowner with a qualifying Energy Efficiency project as determined by LEAP
Rate: 7.9% to 11.9% depending on credit qualification
Term: Up to 10 years depending on loan amount
Minimum Payment: $45
Many of these financing options are only available due to the generosity of the City of Alexandria. The City of Alexandria supports the Northern Virginia Home Performance with Energy Star Program and has provided limited financial support for the creation of the Alexandria Energy Saver Loan Program to ensure that City residents have access to affordable financing for residential energy efficiency improvements.
